PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of efficiently processing a program waiting for post-conversion processing remaining in a recording medium while suppressing the number of loaded decoders and encoders.SOLUTION: A recording and reproducing device 100 includes: a stream storage part 107 for recording a first stream; a decoder part 108 for decoding a first stream extracted by a stream extraction part 102 and the first stream read from the stream storage part 107, and for converting it into a video/voice signal; an encoder part 110 for encoding the video/voice signal, and for converting it into a second stream; and a control part 120 for controlling the operations of the stream extraction part 102, the stream storage part 107, the decoder part 108 and the encoder part 110, therein the plurality of first streams recorded in the stream storage part 107 are encoded into the second stream in an order following a predetermined priority. |
