The present invention relates to a vegetation floor block which can be used to drain water through or grow vegetation and a manufacturing apparatus thereof. The permeable vegetation floor block according to the present invention has a groove unit formed on the center of an outer side surface and a pair of symmetrical incision units on the vertex portion of the other outer side surface. One or more spacing protrusions are formed on a part of the outer surface or on the entire outer surface. The spacing protrusions are formed to have a semi-circular cross-section and be extended in the height direction.
