PROBLEM TO BE SOLVED: To provide a control device making it possible to maneuver a flying body mounted with a camera through an intuitive operation.SOLUTION: A control device comprises: an image display unit 210 that acquires, from a flying body, an image captured by an imaging device 101 provided in the flying body, and displays the image; and a flight instruction generation unit 232 that generates a flight instruction for the flying body on the basis of content of an operation to the image captured by the imaging device and displayed by the image display unit.
