A color filter substrate (20) includes a glass substrate, a black matrix and color filter units formed on the glass substrate, and an indium tin oxide film (30) with patterned configure covered on the black matrix and color filter units. The indium tin oxide film (30) with patterned configure consists of a first part (31) corresponding to the shape of an effective display area (40) and a second part (32) corresponding to the shape of the electrode pad. An indium tin oxide film (30) with patterned configure of the color filter substrate, a manufacturing method of the color filter substrate and a liquid crystal display are also provided. The color filter substrate (20) can reduce the capacitance values of a gate line, a data line and some signal lines on the fan-out area and the line array area, thus reducing the load of the gate line, the data line and some signal lines and promoting the display effect of a liquid crystal panel.
