<p><P>PROBLEM TO BE SOLVED: To provide a water-soluble minoxidil composition which is used for the treatment of alopecia and calvities, contains water as a base and contains substantially no organic solvent. <P>SOLUTION: The minoxidil composition for external use includes minoxidil, water, an absorption promoter, and dissolution promoting molecules, and has a water content reaching 95%.
