The present invention relates to a heat treatment apparatus for manufacturing carbon fiber and a carbon fiber manufacturing system including the same. The heat treatment apparatus includes a heat treatment chamber which performs a heat treatment process; one or more pairs of control electrodes including a power electrode and a ground electrode; a first operation module which operates to make the control electrode contact precursor fiber or be separated from the precursor fiber; a power supply source for supplying electric power to the power electrode; and a controlling part which controls the first operation module for heat treatment on the precursor fiber. When the heat treatment apparatus for manufacturing carbon fiber and the carbon fiber manufacturing system including the same are used, energy costs for a carbonization process can be reduced.
