PROBLEM TO BE SOLVED: To provide: an elastic fiber treating agent capable of imparting an excellent unreeling property even with low viscosity; and elastic fiber to which the treating agent is applied.SOLUTION: The elastic fiber treating agent is used in producing elastic fiber, and comprises at least one base component (A) selected from silicone oils, mineral oils and ester oils, and further comprises at least one low molecular weight siloxane (B) comprising siloxanes represented by the general formula (2) in the figure, where n represents an integer between 3 and 5.
