PROBLEM TO BE SOLVED: To provide a data collection management system which manages data collected from a terminal and increases utilization efficiency of a resource.SOLUTION: The data collection management system includes a terminal which transmits measurement data, and a management device which receives and manages the measurement data transmitted by the terminal. The management device comprises a notification unit which notifies the terminal of transmission cost information showing the cost of the transmission of the measurement data to the management device by the terminal. The terminal comprises a calculation unit which calculates an information value showing a value of the measurement data as information, and a transmission control unit which decides whether to transmit the measurement data to the management device on the basis of the information value and the transmission cost information.
