A method for manufacturing a touch panel comprises a step for preparing an insulation layer in which a transparent conductive layer is formed; a step for forming a first metal layer on the transparent conductive layer and forming a second metal layer on the insulation layer on a surface in which the transparent conductive layer is not formed; a step for forming a first photosensitive material on the first metal layer and forming a second photosensitive material on the second metal layer; a step for removing an area excluding a first electrostatic electrode pattern which senses signal input generated by touch and a first wiring electrode pattern which is connected to an edge area of the first electrostatic electrode pattern and represents a bus electrode among the first photosensitive material and for removing an area excluding a second electrostatic electrode pattern and a second wiring electrode pattern, which is connected to the second electrostatic electrode pattern, of a mesh structure of a fine pattern among the second photosensitive material; a step for removing the first metal layer by using the first photosensitive material and removing the second metal layer by using the second photosensitive material; a step for removing a transparent conductive layer of an area excluding the first electrostatic electrode pattern and the first wiring electrode pattern by using the first photosensitive material; and a step for removing a first dry film and a second dry film and removing the first metal layer on the transparent conductive layer which forms the first electrostatic electrode pattern.
