PROBLEM TO BE SOLVED: To solve the following problem: Although power supply is shut down for each shelf of line trunk control apparatus for reduction in power consumption by dividing a central processing unit and a line trunk control apparatus for each shelf, the number of shelves increases because the shelves are divided into shelves that shut down power supply and shelves that cannot shut down power supply and hence the cost of a system apparatus becomes high. SOLUTION: A state in which power off is switched to power on by providing two circuits for power supply to a line trunk package is monitored. Thus, power on-off operations can be performed for each package even in the case of installation in an identical shelf and hence a shutdown availability terminal storage package and a shutdown unavailability terminal storage package can be stored, thereby achieving cost reduction.
