PROBLEM TO BE SOLVED: To provide a caulking tool and a caulking method that allow a ball plug to be easily and surely press-fitted into a hole so as to form a fall-off stopper therein. SOLUTION: The caulking tool 50 that allows the ball plug 15 press-fitted into the hole 11 formed at a metal base 10 so as to form the fall-off stopper 11c has a pressing part 52 whose diameter is more expanded than the diameter of the ball plug 15 and which abuts on the ball plug 15 and the opening edge 11a of the hole 11; and a contacting part 53 whose diameter is more expanded than the pressing part 52 and which comes in contact with the front surface of the base 10. The caulking method includes a step of making the pressing part 52 press in the ball plug 15 into the hole 11 for press-fitting the ball plug 15 into the hole 11 until the contacting part 53 of the caulking tool 50 moves to come in contact with the front surface of the base 10, and a step of making the pressing part 52 caulk the opening edge 11a to the ball plug 15 so as to form a fall-off stopper 11c.
