PROBLEM TO BE SOLVED: To provide a valve timing adjustment device that exerts fail-safe performance. SOLUTION: An outer rotor 10 includes a first fitting surface 124 extending in a circumferential direction. An inner rotor 20 includes: a second fitting surface 204 longer than the first fitting surface 124, extending in the circumferential direction, and slidably fitting to the first fitting surface 124; and a protrusion 205 protruding from the second fitting surface 204 and beyond the first fitting surface 124. Within a restriction phase range Rp, a sliding surface 204a which is a part of the second fitting surface 204 in the circumferential direction slides to the first fitting surface 124, and outside the restriction phase range Rp, a bulge 205 rising from a base surface 204b which is the rest part of the second fitting surface 204 in the circumferential direction is clamped between the first fitting surface 124 and the second fitting surface 204.
