Provided are a flexible color filter and a method to manufacture a flexible color display device. A junction substrate is provided first. The junction substrate includes: a solid supporting substrate and a carrier removal adhesive layer, and the carrier removal adhesive layer is arranged on the solid supporting substrate. Next, after a flexible substrate is bonded on the carrier removal adhesive layer, a color filter layer is formed on the flexible substrate to form a color filter module. Then, a cooling process is performed such that the flexible substrate is separated from the junction substrate and a flexible color filter is obtained.
