A control-level-specifying-information acquisition unit (101) acquires, from electrical equipment, control-level-specifying information that can specify a control level associated with said electrical equipment. An allowed-control-operation-information storage unit (106) stores allowed-control-operation information indicating control operations that are allowed to be performed on the electrical equipment, said allowed control operations being determined on the basis of the control-level-specifying information and allowed-control-operation-defining information. A command reception unit (107) receives a command transmitted by the control device towards the electrical equipment. A control-operation identification unit (108) identifies the control operation being requested by the received command. If the identified control operation is an allowed control operation indicated by the allowed-control-operation information, a control-signal generation unit (109) generates a control signal that makes the electrical equipment execute the identified control operation. A control-signal transmission unit (110) transmits the generated control signal to the electrical equipment.
