PROBLEM TO BE SOLVED: To provide a terminal control device, a terminal control program, and a terminal control system that are capable of more reliably protecting a user of a mobile terminal.SOLUTION: A terminal control device comprises: a reception unit that receives information on an application program installed in a mobile terminal from the mobile terminal; a determination unit that determines availability of the application program in the mobile terminal; and a transmission unit that transmits information on availability of the application program determined by the determination unit to the mobile terminal.
