A skin darkening evaluation device comprises: a frequency analysis means for decomposing a skin image into color irregularities of a prescribed size; a color irregularity index acquisition means for acquiring skin color information from the color irregularity which is decomposed by the frequency analysis means, and acquiring a color irregularity index of the color irregularity from the acquired skin color information; and a darkening evaluation means for evaluating a darkening of the skin corresponding to the skin image on the basis of the color irregularity index which is obtained from the color irregularity index acquisition means.
