PROBLEM TO BE SOLVED: To cut out a low-resolution image that has small encoding deterioration from a high-resolution image.SOLUTION: An image processing device 1 comprises: an edge detector 12 calculating an edge intensity within a cutout region search range; an optimum cutout region search part 13 deciding a boundary position of an encoding block at the time when a provisional cutout region is encoded, moving a temporal cutout region having the same size and the same boundary position of the encoding block as the provisional cutout region within the cutout region search range, and calculating an optimum cutout region on the basis of the boundary position of the encoding block in the temporal cutout region and an edge intensity; and a low-resolution image output part 14 cutting out the optimum cutout region from a high-resolution image and outputting the optimum cutout region as a low-resolution image. |
