PROBLEM TO BE SOLVED: To provide a heater capable of uniformly heating a surface of a heating target, and to provide a method of manufacturing the same.SOLUTION: A heater comprises a thin-film resistive layer 11 formed of a conductive material provided on a surface of a heating target. The resistive layer 11 is formed in a circuit shape extending over a first end part 101 and a second end part 102 due to formation of a linear slit part 12 for exposing the surface of the heating target. The heater further has a power supply part applying a voltage between the first end part 101 and the second end part 102.
