PROBLEM TO BE SOLVED: To optimize a user traffic distribution ratio among a plurality of radio bearers, at a user radio terminal (UE) performing communication by simultaneous and parallel connection to a plurality of radio bearers respectively connecting to a plurality of different types of radio access networks.SOLUTION: Based on a moving speed, a present position and a terminal operation condition either measured or detected by the self-UE, traffic is optimally distributed among the radio bearers. Further, by the identification of the QoS requirement and/or the security requirement of each service class to which the traffic is classified, the traffic is optimally distributed among the radio bearers according to the identified requirements. With this, the UE independently executes the optimal distribution of the user traffic among the radio bearers, on the basis of an evaluation criterion in which a user in person is greatly interested. |
