PROBLEM TO BE SOLVED: To satisfy a fundamental and functional requirement to an engine 1 by adjusting a physical amount in a balanced manner, to suitably adjust a requirement related to fuel injection without wastefully increasing a calculation load of control, and to secure simultaneity with the control of a throttle valve or the like in a specified state such as a start time.SOLUTION: A control device of an internal combustion engine comprises: a requirement generation hierarchy 510; a physical amount adjusting hierarchy; and a control amount setting hierarchy 530. A control amount adjusting hierarchy 540 for adjusting a requirement value which is transmitted from the requirement generation hierarchy 510 not through the physical amount adjusting hierarchy 520 is arranged at a subordinate of the control amount setting hierarchy 530. A fuel injection adjusting part 543 is arranged at the control amount adjusting hierarchy 540, and a first adjusting part 543a (injection control adjusting part) performs adjustment in at least the number of times of fuel injection, and outputs identification numbers indicating that the engine 1 is in a specified state as two or more of sets of numerical values. |
