<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of carrying out promptly an inspection or the like of the fuel cell system by increasing the cooling amount of a fuel cell when the operation of the fuel cell system is forcedly stopped. <P>SOLUTION: The fuel cell system includes a fuel cell 101, a first heating medium passage in which a first heating medium for cooling the fuel cell 101 flows, a first flow-rate adjuster 107 which flows and passes the first heating medium, a heat radiator 106 which is installed in the first heating medium passage, and a controller 110. A shutdown controller 120 for stopping operation of the fuel cell system by an operation of an operator is provided.
