The present invention provides an adhesive composition for a touch panel and an adhesive film which comprises an adhesive layer including a cured adhesive composition for a touch panel, wherein the adhesive composition includes a hydrophilic functional group-containing monomer and adhesion promoters and has permittivity of 3.5 or less at a frequency region of 100 kHz to 2 MHz and storage modulus of 1.0X10^5 Pa to 7.0X10^5 Pa at 25-85°C. Provided is a touch panel which comprises a conductive plastic film which has a conductive layer on one surface; and an adhesive layer which is attached to the conductive layer and includes a cured adhesive composition for a touch panel.
