PROBLEM TO BE SOLVED: To improve processing efficiency in encoding or decoding.SOLUTION: A type E0 of an LCU 115 and a coefficient of the type E0 are determined on an encoding side. The coefficient of the type E0 has been already transmitted in an LCU 111 to a decoding side and been stored in an E0 buffer of an adaptive offset filter on the decoding side. Therefore, the coefficient in the E0 buffer is copied and used for the LCU 115 on the decoding side without transmitting the coefficient of the type E0. Thus, parameters of the adaptive offset filter formerly transmitted at the beginning of a frame are sequentially transmitted at the beginning of the frame for each LCU. This technology can be applied to an image forming device, for example. |
