PROBLEM TO BE SOLVED: To provide a method of producing a bilayer film which executes modification treatment efficiently without unevenness and enables efficient production of a bilayer film having a high-quality coating layer.SOLUTION: A method of producing a bilayer film comprising a belt-like substrate and a coating layer formed on the surface of the substrate includes: a discharge treatment step of carrying out a glow discharge treatment on the surface of the continuously running substrate under the conditions of a pressure equal to or higher than the atmospheric pressure and an oxygen concentration of 0.1-1 wt.%; and an application step of applying a coating liquid onto the surface of the substrate after the discharge treatment step to form the coating layer.
