Provided are a method and a related apparatus for planning and managing radio resources. The method for planning and managing radio resources comprises: planning radio resources in a cluster: comprising: performing a first radio resource planning on a first part of the radio resources of the cluster in a cell of the cluster, and allocating a corresponding macrocell radio resource set for each cell in the cluster; and performing a second radio resource planning on a second part of the radio resources of the cluster in a sector of the cluster, and allocating a corresponding sector independent radio resource set for each sector in the cluster. Also disclosed is a related apparatus for planning and managing radio resources. By using the technical solution of the method and the related apparatus for planning and managing radio resources, a radio resource is allocated to a cell or a sector in a cluster by performing macro or micro planning on radio resources in the cluster, the planning of the radio resources is more compact, thereby improving the network capacity.
