A plasma melting furnace (1) for waste treatment by thermally decomposing and melting waste, and a system and method using the same. The plasma melting furnace (1) includes a waste inlet (13) formed on a first side wall (10) of the plasma melting furnace (1) to feed waste therein; an exhaust gas outlet (23) formed on a second side wall (20) facing the first side wall (10) and located diagonally to a direction orthogonal to the first side wall (10) having the waste inlet (13) to discharge the exhaust gas generated in the plasma melting furnace (1); and a plasma torch (100) mounted on a third side wall (30) for heating inside of the plasma melting furnace (1) at a position nearer to the second side wall (20) than the first side wall (10) so as to inject a plasma into the exhaust gas. The bottom section comprises a molten slag outlet (43).
