According to the present invention, a domestic hand-operated rice cleaning device includes a cleaning container having an opened upper portion and accommodating inserted rice and water; a stirrer mounted on a bottom surface of the cleaning container and stirring the rice and the water; and a driving device having a stacking stand to stack the cleaning container and gears transmitting rotary force interworking with a rotary handle to rotate the stirrer by manual operation of the rotary handle. By manually rotating the stirrer mounted on the bottom surface of the small-sized cleaning container appropriate for a domestic use, a small amount of rice can easily be cleaned. After using the cleaning container and the stirrer by assembling to the stacking stand, the cleaning container and the stirrer can easily be separated and stored for easy breakdown inspection and excellent convenience in use. By forming a vortex by manually rotating the cleaning container and the stirrer in different directions, the rice can be stirred evenly without being sunk to the bottom surface, thus improving rice cleaning ability.
