The present invention relates to an oil-in-water type cosmetic composition featuring that an inorganic pigment is dispersed in an oil phase part using a surfactant and, more specifically, to an oil-in-water type cosmetic composition having no sensation of particles by dispersing an inorganic pigment in an oil phase part, and reinforcing hiding power by minimizing a stiff feeling of use due to water evaporation and skin adhesion of powder when applying the product because of containing silicon elastomer, and to a preparing method thereof.
