PROBLEM TO BE SOLVED: To enable accurate estimation of a traffic volume.SOLUTION: A travel time calculation part 322 calculates link travel time indicating the travel time of a vehicle in an estimation target link assuming: a link traffic volume indicating the traffic volume of an estimation target link; and no signal existing. Then a traffic-light wait-time prediction value calculation part 324 calculates a traffic-light wait time prediction value for the estimation target link assuming the link traffic volume of the estimation target link on the basis of traffic-light information indicating a cycle of changes of the traffic light on the estimation target link. Then, a traffic volume estimation part 32 estimates a link traffic volume of the estimation target link on the basis of: link trip time of the estimation target link; the link travel time of the estimation target link calculated by the travel time calculation part 322; and the traffic-light wait time prediction value of the estimation target link calculated by the traffic-light wait-time prediction value calculation part 324.
