PROBLEM TO BE SOLVED: To provide a method of manufacturing a decorative plate and a decorative plate improving a design property, in the decorative plate equipped with projecting portions formed on a main surface of a plate member and reflection films formed so as to cover the projecting portions.SOLUTION: A method of manufacturing a decorative plate includes: a step for preparing a translucent substrate 14 having a first main surface 17 and a second main surface 16 arranged in a thickness direction, and forming projecting portions 30 on the first main surface 17 by using a translucent member different from the translucent substrate 14; a step for forming reflection layers 31 which are optical interference films on the first main surface 17 on which the projecting portions 30 are formed; and a step for forming shielding layers 32 on the reflection layers 31. The reflection layer 31 reflects a part of incident light.
