PROBLEM TO BE SOLVED: To provide a communication apparatus capable of setting an allocation of a frequency band while suppressing spurious interference to adjacent system bands, and to provide a communication method and a communication system.SOLUTION: The communication apparatus sets one end of a transmission frequency band with which a radio signal is transmitted to a communication opposite apparatus (a mobile station 11) and sets a bandwidth of the transmission frequency band according to the position.
