PROBLEM TO BE SOLVED: To provide a radio communication system capable of facilitating performance of information acquisition from the net work when the disaster occurs, an information distribution device and a communication control method.SOLUTION: A radio communication system 301 comprises: an information distribution device capable of communicating with one or a plurality of radio terminal devices 202; and a memory device connected to the information distribution device and storing behavior information with respect to the behavior in the disaster occurrence. The information distribution device receives disaster information indicating the disaster occurrence, acquires the behavior information from the memory device and transmits the radio terminal devices 202 of the acquired behavior information. The information distribution device acquires terminal information indicating the state of the radio terminal device 202, and changes a transmission operation of the behavior information to the radio terminal device 202 on the basis of the acquired terminal information.
