PROBLEM TO BE SOLVED: To limit switching of radio communication networks for a communication terminal capable of using a plurality of radio communication networks.SOLUTION: A radio communication device comprises: radio interfaces 10 corresponding to each of a plurality of radio communication networks; a protected session management unit 12 that associates and stores session information indicating a protected session announced by a communication terminal with used radio interface information indicating a radio interface 10 used for the protected session, and outputs the held used radio interface information on the basis of session information on a received packet from the communication terminal; and a radio interface selection unit 11 for selecting a radio interface 10 that will transmit the received packet by air on the basis of the output used radio interface information.
