<p>The purpose of the present invention is to provide a pentaerythritol diphosphonate compound that can be produced by a method with outstanding industrial productivity and that possesses the following characteristics: having improved heat resistance against phenomenon such as halogen gas production, which is a major problem when mixing with resins, and burning caused by this halogen gas production; imparting a high degree of flame resistance; and containing essentially no halogen component. Also provided is a method for manufacturing such a compound. The present invention is a cyclic phosphonate compound represented by general formula (1) and a method for manufacturing such a compound, wherein the compound is characterized in that the total halogen content of the compound is no higher than 300 ppm. (In the formula, X1 and X2 are the same or different and are aromatic substituted alkyl groups represented by the general formula (2).)
