<p>The purpose of the present invention is to provide a pentaerythritol diphosphonate compound that can be produced by a method with outstanding industrial productivity and that possesses the following characteristics: having improved heat resistance against phenomenon such as halogen gas production, which is a major problem when mixing with resins, and burning caused by this halogen gas production; imparting a high degree of flame resistance; and containing essentially no halogen component. Also provided is a method for manufacturing such a compound. The present invention is a cyclic phosphonate compound represented by general formula (1) and a method for manufacturing such a compound, wherein the compound is characterized in that the total halogen content of the compound is no higher than 300 ppm.
