PROBLEM TO BE SOLVED: To treat a contaminated soil contaminated by harmful matters such as heavy metals easily and properly.SOLUTION: Provided is the solidification insolubilization agent for harmful matter contaminated soil comprising: MgO and/or MgO including material; and ferrous sulfate, being added to a harmful matter contaminated soil for solidifying the soil and making the harmful matters included in the soil insoluble. The harmful matters include at least one kind selected from a group including heavy metals and chlorine-containing organic compounds.
