PROBLEM TO BE SOLVED: To provide pitch-based carbon fibers having oxygen atoms on the surface thereof and excellent in water dispersibility.SOLUTION: Pitch-based carbon fibers have a surface oxygen concentration ratio (O/C), which is an abundance ratio of oxygen atoms on the surface of the carbon fiber to carbon atoms thereon measured by an X-ray photoelectron spectrometer, of 0.02 or more. Further, an intensity ratio Id/Ig of a D band to a G band in a Raman spectrum may optionally be 0.1 or more and less than 0.5. In addition, a crystal lattice spacing by an X-ray diffraction method may optionally be 0.36 nm or less.
