The present invention is to provide an apparatus and a method for reducing traffic by blocking unnecessary elements for the HTML request in the ship by executing a proxy program in the terminal of the ship. The apparatus comprises a ship terminal to receive data from a web server of the ground through the execution of the proxy program by being located in the ship located on the sea; a ship proxy server to provide data for the element additionally requested among the other elements and to block the other elements except for necessary elements through the proxy for the HTML request of the ship terminal located on the sea through wireless communications with the ground; a shore proxy server to provide the data (HTML document) corresponding to the HTML request of the ship terminal by receiving the data from the web server located in the shore through the wireless communication with the ship proxy server; and a web server to provide the requested data including the web page to users using the HTTP of the web when the HTML request is received.
