PROBLEM TO BE SOLVED: To provide a measuring device and a charge settlement system capable of settling accounts in accordance with energy consumption while preventing the remainder of prepaid digital money from being mixed and localization from becoming unclear in a facility where a user changes randomly.SOLUTION: A measuring device comprises: a measurement control section for measuring consumption of energy; a charge calculation section for calculating charges on the basis of the consumption; a communication section for intercommunicating with a digital money recording medium; a prepayment management section for managing prepayment information relating to prepaid digital money; and a settlement section for settling accounts of charges on the basis of the prepayment information. The prepayment management section includes: a recording medium reception part for receiving registration of a digital money recording medium when starting supply of energy; a communication determination part for determining whether it is communication from the digital money recording medium received by the recording medium reception part; and a prepayment reception part for receiving prepayment only from the digital money recording medium on which the communication determination part determines the communication from the digital money recording medium received by the recording medium reception part.
