PROBLEM TO BE SOLVED: To reduce interference between a femto cell and a macro cell in a wireless communication system.SOLUTION: A femto base station comprises: a carrier selection module which accesses a database, measures initial power levels for a plurality of wireless signal carriers that are available in a prescribed geographical area, and selects one of the wireless signal carriers on the basis of the measured initial power level; a radio access network module which performs air-interface functions; and a tuning module which tunes a transmission power level of the radio access network module on the basis of communication with a mobile terminal. The transmission power level is determined at least in part on the basis of (measured macro cell initial power level)-(expected femto path loss). |
