A method of treating hypoxia in a hypoxic tissue of a mammalian subject, said method comprising exposing the hypoxic tissue of the mammal to electromagnetic radiation in the visible portion of the spectrum from about 550 nm to about 625 nm substantially free of radiation in the portion of the spectrum from about 630 nm to 700 nm, thereby increasing NO production by mitochondria of the exposed hypoxic tissue, thereby treating hypoxia in the hypoxic tissue.
