According to an embodiment of the present invention, an electrical charging device which receives power from a power supply unit and supplies the power to a device to be charged, comprises a grounding verification detection signal generator which measures a current signal or a voltage signal generated on the basis of power applied from the power supply unit, and generates a grounding verification detection signal for the normal grounding of the power supply unit on the basis of the current signal or the voltage signal; a power control signal generator which generates a power control signal by receiving the grounding verification detection signal; and a power cut-off unit which cuts off the power supply to the device to be charged on the basis of the power control signal. |
