PROBLEM TO BE SOLVED: To provide a steam turbine control device that can be started at a required time.SOLUTION: A control device 14 has: state quantity acquisition means 18 for acquiring a measurement value from a measuring instrument for a state quantity of a steam turbine as an actual state quantity value during starting, acquiring a state quantity planning value from a database, and calculating state quantity deviation as deviation based on the acquired state quantity planning value and the actual state quantity value; plant operation quantity determination means 19 for acquiring an operation quantity planning value from the database, acquiring the state quantity deviation from the state quantity acquisition means, calculating an operation correction quantity of an operation quantity associated with the state quantity based on the state quantity deviation and a pre-calculated conversion matrix A, and determining the operation quantity to an operation end based on the acquired operation quantity planning value and the calculated operation correction quantity; and master curve management means 20 for calculating the corrected conversion matrix A based on the operation correction amount calculated by the plant operation quantity determination means 19 and the state quantity deviation calculated by the state quantity acquisition means 18. |
