PROBLEM TO BE SOLVED: To provide information transmission means that is excellent in secrecy by using heat to transmit information and not to transmit information to an object far away.SOLUTION: An information communication system comprises a transmitting device and a receiving device. The transmitting device includes: temperature generation units; an information conversion unit for converting information to be transmitted into a discrete value indicating at least one of time and space; and a control unit that controls the temperature generation units such that the temperature generation units will become a prescribed temperature at the time corresponding to the discrete value, or such that a temperature generation unit situated in a place corresponding to the discrete value will become the prescribed temperature. The receiving device includes: a temperature detection unit for detecting at least one of a place or time having temperature within a prescribed range; and an information restoration unit for restoring the information to be transmitted on the basis of at least one of the place or time detected by the temperature detection unit.
