The present invention is a surface light source substrate for supporting a light source, wherein the surface light source substrate is characterized in that the elastic modulus is at least 1GPa at 250°C, and the total light transmittance in the thickness direction thereof is at least 70%. Due to this configuration, provided are a surface light source substrate that is resistant to thermal deformation and that has high light transmission properties, a surface light source illumination device that uses the surface light source substrate, and a surface light source substrate manufacturing method for manufacturing the surface light source substrate.
