The purpose of the present invention is to detect veering of a target, and to initiate individual particles in various directions by reflecting the speed of the target estimated at a veering point of the target, when the veering of the target is observed. In addition, the initiated particles are provided as filter input values of a model for analyzing target behaviors. Therefore, the convergence performance of filters used for a position estimating module for the target can be significantly improved by reflecting the veering of the target in the target behavior analysis, when the veering of the target exists.
