PROBLEM TO BE SOLVED: To provide a driver-friendly technique capable of notifying drivers of a color of a traffic light under changing conditions.SOLUTION: An acquisition section 32 acquires a piece of information from a communication device mounted on a vehicle. The information acquired from the communication device includes positional information of the vehicle and speed information of the vehicle. An estimation section 34 estimates the color of the traffic light based on the acquired information. A light color calculation section 42 identifies the traffic light as an estimation target based on the acquired positional information. A reliability derivation section 44 derives the color of the traffic light based on the acquired speed information with respect to the identified traffic light.
