<p>PROBLEM TO BE SOLVED: To reduce a processing load imposed on when moving a multi-video display region.SOLUTION: A synthesis unit synthesizes, for each of a plurality of videos, an encoded stream in which the encoding unit of each horizontal line is encoded as one and the same slice and thereby generates an encoded stream of multi-video comprising the plurality of videos. When a multi-video display region moves, an insertion unit inserts, as an insertion stream between the encoded streams of multi-video generated by the synthesis unit, an encoded stream in which all macro blocks of multi-video are a skip macro block of a motion vector representing the direction and amount of movement of the display region. This disclosure can be applied to a delivery server for delivering multi-video, etc.</p> |
