PROBLEM TO BE SOLVED: To provide a block isocyanate having relatively long pot life even when dispersed in water, excellent in low temperature curing property, and further little in residual amount of a block agent after curing, and to provide a coating composition obtained by using the block isocyanate.SOLUTION: A polyisocyanate compound, a hydrophilic compound having an active hydrogen group and a block agent represented by the general formula (1) are reacted with a ratio of 2 moles to 25 moles of the active hydrogen group of the hydrophilic compound to 100 moles of an isocyanate group of the polyisocyanate compound.
