Specific steps comprise: a media converter receiving a CNU data message sent by a CNU, wherein the CNU data message comprises a CNU sending authorization request, and the CNU sending authorization request is used for requesting a bandwidth resource of the CNU; and sending a CNU data message to an OLT according to sending authorization of the media converter, so that the OLT performs bandwidth resource allocation on the CNU according to the CNU sending authorization request, wherein the sending authorization of the media converter comprises: a bandwidth resource allocated by the OLT to the media converter. The present invention is applicable in dynamic bandwidth allocation.</p>
