<p>The present invention addresses the problem of enabling optimization of wireless-cell coverage, on the basis of a measurement result of wireless quality from wireless terminals, while inhibiting the occurrence of dead zones and weak-reception areas accompanying changes in antenna tilt angle. The present invention controls antenna parameters for wireless cells managed by wireless base stations, and is provided with: an estimation means which estimates, on the basis of measurement information related to a wireless-communication state or wireless quality reported by wireless terminals capable of communicating with the wireless base stations, a degree of change in reception-signal strength of signals from the wireless base stations after the antenna tilt angle of the wireless base stations has been changed; and a control means which controls the antenna tilt angle on the basis of the estimated degree of change in the reception-signal strength.</p> |
